    when the pedal is engaged and the feedback control is up, but the delay control is fully off (counter clockwise) is there still any (really short) delayed signal coming through, or is it basically just the dry guitar sound?

    yes. Signal always goes thru the delay circuitry. You can only take it out completely by turning the Blend to clean.
