I have Harmony machine on a pedal board with the input/output jacks always plugged in, and an a external power source, but when I power up the pedal board, I have to lift the pedal up and unplug the input jack and plug it back in to get the unit to turn on. Is there a switch or setting I can adjust to change this behavior? It’s the only effect on the pedal board that acts this way.
It sounds like you are not using an EHX power supply
Some 3rd party supplies when turned on ramp up their voltage very slow.
This causes the pedal to stall and not operate.
