Maybe I should be clearer:

By phase shift oscillator, are you saying phaser? 

I’ve never built a phaser, but I don’t think it would be that difficult.  They’re rather simple.  Usually just an oscillator with a bunch of allpass filter stages and a feedback circuit.

no, i mean an oscillator. phaser schematics look kinda difficult to me.

thats the thing. (almost) all of the schematics for it i find have no valves for the components but they do have a mathematical formula which can determine values, i do beleive.
i just found this website with a buncha different things you can try for it. i dont understand all of it and of course i dont want to read.

You can make an oscillator with a 555 timer IC. 


There a are a couple simple oscillators here:

Okay, now I have to ask *you* a few questions:

Where are you curious about whether someone else has built one? Do you have questions about its use?

Do you have an application for it, and therefore are thinking of building it?

Do you have any idea what it’s normally used for, or is this similar to someone who reads about a device, and decides it would be good to have one, even if that person isn’t clear what it does?

Given what you’ve linked to, you might consider building a tremolo unit. There are kits for such pedals, so you’ll gain a bit of understanding, and can then decide if you want to go further.

Of course, if it’s just idle curiosity, and you don’t want to do the research yourself… then at least spell out what you want, so others can decide if they want to invest their own time to make up for time you don’t want to waste on your own question.

@explorer - i asked about a phase shift oscillator because i want to build one just for fun and also so i dont have to play guitar if im gonna test out a home made pedal. i ask here because on the schematics ive found for a phase shift oscillator, i havent seen values for for resistors or capacitors. i have made a pedal before but i am still learning day by day. if you can help, it would be extremely appreciated.

If you just want something to test out pedals with without playing guitar,  build the drone oscillator circuit on the site I linked you to.
